Принцип предосторожности является 15-м Принципом Декларации Рио-де-Жанейро (1992 г.) и гласит: «В целях защиты окружающей среды Страны обязуются широко применять принцип предосторожности в соответствии со своими возможностями. В случае наличия угрозы нанесения серьезного или невосполнимого ущерба, отсутствие полной научной определенности не будет использоваться в качестве повода для отсрочки экономически эффективных мер по предотвращению ухудшения качества окружающей среды». В Статье 174 раздела об окружающей среде учредительного договора ЕС также содержится ссылка на принцип предосторожности, хотя и без изложения его сути.

precautionary principle
Principle adopted by the UN Conference on Environment and Development (1992) that in order to protect the environment, a precautionary approach should be widely applied, meaning that where there are threats of serious or irreversible damage to the environment, lack of full scientific certainty should not be used as a reason for postponing cost-effective measures to prevent environmental degradation. precautionary principle
The precautionary principle was stipulated in Principle 15 of the Rio Declaration (1992) which states that «In order to protect the environment, the precautionary principle shall be widely applied by States according to their capability. Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation». Also the treaty establishing the European Union makes reference to, but does not define, the precautionary principle in Article 174 of the Treaty in the title on environment.
